University education should not be free for all in the name of social justice. There are few reasons for that. The situation of students from countryside to begin with. Its common that the quality of education and access to it are a problem out of the city. Students willing to achieve a Master  grade are often forced to complete it in a private institution or on an evening course because  of their fewer chances to pass entry exams to a public university. It means that students of daily courses are recruited often from well-off families. 
Secondly, if all the parents pay taxes for education, their children should be given free access to a degree. It is well known that with those money the state will never be able to run enough university  institutions. Therefore the taxes should be lowered and all the universities put on student fees and donations for research. 
Another reason is that the present system privileges  public institutions and makes impossible almost any competition with private ones. 
However, to make the fees reasonable, they should be supported by a well developed system of scholarships from both public and private sources. That should be followed by accessible student loans which are to be paid  off within few years after achieving a degree. 
Such system works well in many countries and tells a lot about them: their society is not only based on equal start, but also their economy is a liberal one.
